Biographies

Steven A. Thomas, Esq.; Co-Founder and (since 1986) Managing Director of Thomas & Libowitz. P.A. Mr. Thomas specializing in business transactions, structuring, governance, and related employment and executive compensation matters. Mr. Thomas is an Active Member of the Maryland State Bar Association, American Bar Association, Virginia Bar Association and the District of Columbia Bar Association. He is a 1972 graduate of the University of Richmond’s TC Williams School of Law and in 1973 attended the National College of District Attorneys (Bates College of Law, Houston, Texas) where he also worked as an adjunct faculty member in 1974. Mr. Thomas is a former Assistant State’s Attorney (and Felony Trial Team Leader) for Baltimore, Maryland and a Past Member of the Calvert School Board. Currently, he is an Active Member of GMBC Healthcare Board and sits on the Finance, Foundation, and Quality Committees. Mr. Thomas has been a Board Member of the Authority since October 15, 2012; Chairman since March, 2014. Current term expires June 30, 2027.

Thomas J. Peddicord, Esq.; Mr. Peddicord recently retired as the Counsel to the Baltimore County Council, having served in that role since 1990. From 1979-1990, Mr. Peddicord was in private practice in Towson, focusing on administrative law, wills and estate administration. Prior to that, Mr. Peddicord was the Chief Legislative Officer and Counsel to the Governor following his work as a Legislative Analyst and Counsel to the House Judiciary Committee. Mr. Peddicord is a cum laude graduate with a Bachelors’ degree from Fairfield University and earned a J.D. degree from the University of Maryland. His term expires on June 30, 2028.

J. Eric Schleibaum; Mr. Schleibaum earned his B.S. in Accounting from George Mason University after four years of service in the United State Marine Corps. During his years of service, Mr. Schleibaum managed fellow soldiers and was responsible for the security detail for the Presidential Marine Helicopter Squadron in Washington, DC. Upon leaving the Corps, Mr. Schleibaum worked in a range of positions at several private financial institutions, prior to working as the Senior Consultant/Controller for CAVU Advisors, a segment of WSL Consulting, who provides financial consulting and accounting outsourcing services for government contractors. Recently, Mr. Schleibaum opened his own firm, Two Key Properties, a real estate development and property management company, based in Catonsville, which works in multiple jurisdictions within the region. His term expires on June 30, 2026.

Toni Roth St. John, Esq.; Ms. St. John is currently the Director of Development and Communications for the Women’s Law Center of Maryland. A graduate of the University of Pennsylvania and the Carey School of Law at the University of Maryland, Ms. St. John oversees the development, fundraising and communications effort for the leading voice for justice and fairness for women who advocate for the physical safety, economic security, and autonomy of women throughout the state. Ms. St John’s prior experience includes work as the Assistant Director of the Post-Baccalaureate Premedical Program at Goucher College and the Director of Judicial Clerkships and Government Program at the Carey School of Law. Ms. St. John was admitted to the Maryland Bar in 2001, and has been a member of the National Association of Advisors for Health Professionals, Board of Advisors for the Maryland Public Interest Law Project and Trustee at The Park School. Her term expires on June 30, 2024.

N. Scott Phillips Esq.; Mr. Phillips has been an advisor and advocate for minority businesses for over twenty five years as an attorney in private practice and as the former Director of IBM’s federal small business program. His experience includes government contracting, project management, financing and business development. Currently Scott serves as the Director of the MBDA Business Center in Baltimore, Maryland where he focuses on assisting firms with securing capital, securing contracts, expanding markets and strategic business consulting. Scott earned his law degree from the University of Maryland and his Bachelor of Science Degree in Accounting from Virginia Union University. For the seven years prior to joining the Revenue Authority board in 2019, Mr. Phillips was the chairman of the Baltimore County Planning Board. His term expires on June 30, 2025.
